What it means if you are travelling

For Valpaços, Chaves, Alto Tâmega, Trás-os-Montes and rural north-east Portugal routes, check ANEPC, Fogos.pt, GNR and local accommodation immediately before driving. Avoid sightseeing or rural detours near active PROCIV incidents even if a navigation app shows roads as passable: emergency vehicles, smoke and access controls can change faster than public map routing.
